Can the SIG license a stable version of a CIDOC CRM Harmonized Ontology if it references an unstable version of the CIDOC CRM or some other Harmonized Ontology?

In the 61st joint meeting of the CIDOC CRM and ISO/TC46/SC4/WG9 & 54th FRBR/LRMoo SIG, upon discussing issue 627 the group resolved to start a new issue, where to discuss the pros and cons of licensing a stable version of a CIDOC CRM Harmonized Ontology that references an unstable version of some other Harmonized Ontology. 
The SIG's decision is motivated by the fact that the abovementioned practice creates discontinuity and ad-hoc solutions in the SIG's work. 
There has been no HW assignment, it's more of an open-ended question for members to comment on.

At the 62nd joint meeting of the CIDOC CRM and ISO/TC46/SC4/WG9 & 55th FRBR/LRMoo SIG, the group decided to close this issue on the grounds that it is bad practice to try and build stable ontologies referencing other ontologies that are currently being developed. Make the requirement that creating a stable ontology means that its external references should only be to other stable ontologies, and document the cases in which we have already done that (CRMtex V1.0; the parallel development of CRMinf and CRMsci) –which will allow us to check them for errors or inconsistencies between the stable forms of the ontologies in question.
